MCO Tax Raises Questions, Opportunities

Who

  • Rural ambulance providers and hospitals that depend on them
  • Northern Sierra hospitals

What

The managed care organization (MCO) tax will bring billions to Medi-Cal providers for years to come, and with the passage of Proposition 35, the dollars will go where intended.

It’s uncertain when the funding will come, how much hospitals will receive, and exactly how funds will be distributed, which makes projections difficult for hospitals that must plan in advance. Much work is underway to answer those questions, and the California Hospital Association is actively involved in the MCO tax distribution discussions.

One of the designated funding paths is for ground ambulance services, and the Department of Health Care Services (DHCS) has issued a proposal designed to help with the rural ambulance challenges that exist in many California communities. Hospital Council is already soliciting input from Northern Sierra rural hospitals on the DHCS proposal.

Takeaway/Next Steps

Hospital Council will use input from Northern Sierra rural hospitals to drive advocacy to develop sustainable ambulance service in rural communities.
